Search for a marketing agency in Dubai and you will find hundreds of them, from two-person studios in Business Bay to global networks in Dubai Media City. They all promise growth. Very few explain what you are actually buying, what it should cost, or how to tell a good fit from an expensive mistake before you sign a 12-month contract.
This guide is written for business owners and marketing managers in Dubai who are about to choose an agency. It covers what a marketing agency typically includes in a retainer, how pricing works in the UAE market, the questions that separate serious agencies from sales teams, and the red flags we see most often when clients come to us after a bad experience elsewhere.

First, decide what kind of agency you actually need
“Marketing agency” is a broad label. In Dubai it usually covers four different kinds of company, and the right one depends on where your business is today:
- Full-service digital marketing agencies run your channels end to end: paid ads, SEO, social media, content, email and reporting under one plan. Best for businesses that want one accountable partner rather than four vendors.
- Specialist agencies do one thing deeply, such as an SEO agency or a Google Ads shop. Best when you already have a strategy and need expert execution in a single channel.
- Creative and branding agencies focus on identity, campaigns and production. Best for launches and rebrands; they rarely manage performance media day to day.
- Media buying houses place large budgets across TV, outdoor and digital. Built for enterprise spend, not for a clinic or a retail chain with AED 20,000 a month.
Most small and mid-sized businesses in Dubai are best served by a full-service digital agency with real strength in one or two performance channels, because that is where leads and sales are measurable. If an agency cannot show you how it tracks a lead from the first click to a WhatsApp conversation or a phone call, it is not a performance partner.
What is included in a marketing agency retainer in Dubai
Agency proposals in the UAE vary wildly in what they bundle, so compare the scope line by line rather than the headline price. A complete monthly retainer normally covers the following:
Strategy and planning
A documented plan: who you are targeting (nationality, language, emirate, intent), which channels will reach them, what the monthly budget split is and what “good” looks like in numbers. In Dubai this must account for a bilingual audience. Arabic-speaking customers and English-speaking expats respond to different creative, different landing pages and often different keywords.
Paid advertising management
Campaign setup and daily optimisation on Google Ads, Meta (Facebook and Instagram), TikTok, Snapchat and LinkedIn, depending on your audience. Your ad spend is paid to the platforms directly and is separate from the agency fee. Ask whether the fee is flat or a percentage of spend, and who owns the ad accounts (it should be you).
Search engine optimisation
Technical fixes, on-page work, content and link building so you appear for searches like “villa painting Dubai” or “dental implants Jumeirah” without paying per click. SEO compounds over months, so it is usually sold as a 6 to 12 month engagement. We explain the typical scope and timelines in our guide on how long SEO takes to show results.
Social media management and content
Monthly content calendars, design, copywriting in English and Arabic, posting and community replies across Instagram, TikTok, LinkedIn and Snapchat. Check how many posts and videos are included and whether video production is extra, because that is where most “cheap” packages quietly cut corners.
Landing pages and website work
Campaigns fail on slow or confusing pages more often than they fail on targeting. A good agency either builds landing pages as part of the retainer or has an in-house web development team that can fix speed, forms and WhatsApp buttons quickly.
Tracking and reporting
Conversion tracking (Google Analytics 4, Meta Pixel, call and WhatsApp tracking), a live dashboard and a monthly review call. The report should show cost per lead and cost per sale by channel, not just impressions and followers.
How much does a marketing agency cost in Dubai?
There is no official rate card, and anyone who quotes a single number without asking about your goals is guessing. Based on the proposals we see and the work we quote ourselves, retainers in Dubai tend to fall into three bands. These exclude ad spend and are subject to 5% UAE VAT:
- Starter retainers, roughly AED 3,000 to AED 8,000 per month: one or two channels, such as Google Ads plus a basic social presence, suited to a single-location business testing demand.
- Growth retainers, roughly AED 8,000 to AED 25,000 per month: multi-channel paid media, SEO and content with dedicated account management. This is where most Dubai SMEs with a serious lead target sit.
- Scale retainers, AED 25,000 per month and above: large ad budgets, several markets or languages, video production and in-depth analytics.
Treat these as orientation, not a quote. A real price depends on how many channels you need, how much creative production is involved, and how competitive your category is. Real estate, cosmetic clinics and legal services in Dubai are among the most expensive categories to advertise in, so the same AED 10,000 retainer buys very different results in different industries. Twelve questions to ask before you sign
- Who will actually work on my account? Meet the account manager and the specialists, not only the salesperson.
- Can you show results in my industry, with numbers? Leads, cost per lead and revenue, not follower counts. Look at their case studies and ask to speak to a current client.
- Do I own the ad accounts, the website, the domain and the data? The answer must be yes. Agencies that run ads from their own accounts hold your history hostage.
- How do you track a lead end to end? Especially WhatsApp and phone leads, which are the majority of enquiries in Dubai.
- What is included and what costs extra? Video, photography, Arabic translation, landing pages and influencer fees are common extras.
- What is the contract length and notice period? Three months with 30 days’ notice is reasonable; 12 months locked in with no exit is not.
- How is the fee structured? Flat, percentage of ad spend or performance-based. Each is fine if it is transparent.
- Do you have Arabic-speaking strategists and copywriters in house? Translation after the fact is not the same as native copy.
- How often will we meet and what will the report contain? Ask to see a real report from another client with the name removed.
- What happens in the first 30 days? A credible agency can describe its onboarding week by week.
- Are you a Google Partner or Meta Business Partner? Not essential, but it shows certified staff and platform support access.
- What do you need from me? Good agencies ask for access, approvals and fast feedback. Ones that need nothing from you are not planning to do much.
Red flags that cost Dubai businesses money
- Guaranteed rankings or guaranteed leads. Google does not sell rankings and no agency controls the auction. Treat the word “guaranteed” as a reason to walk away.
- No access to your own data. If reports arrive as screenshots and you cannot log in to Google Ads or Analytics yourself, you cannot verify anything.
- One package for every client. A gym, a law firm and a property developer do not need the same five posts a week and the same AED 5,000 ad budget.
- Vanity metrics in the report. Reach, impressions and likes are not business results. Insist on leads, cost per lead and sales.
- A proposal written before anyone asked about your margins. Without knowing what a customer is worth to you, nobody can set a sensible cost-per-lead target.
How to run a fair agency comparison
Shortlist three agencies. Give each the same brief: your business, your target customer, your monthly budget including ad spend, and the result you need in 90 days. Ask for a scoped proposal, not a pitch deck. Then score each on four things: clarity of scope, proof of results in a similar category, how they track leads, and how the team felt on the call. The cheapest proposal is rarely the cheapest outcome; the one that asks the most questions usually is.

Frequently asked questions
What does a marketing agency in Dubai do?
A marketing agency plans and runs the channels that bring you customers: paid advertising on Google and social platforms, SEO, content and social media, landing pages and tracking. Full-service agencies manage all of these under one monthly retainer; specialist agencies focus on a single channel such as SEO or Google Ads.
How much does a marketing agency charge per month in Dubai?
Most retainers in Dubai fall between roughly AED 3,000 and AED 25,000 per month plus 5% VAT, excluding the ad spend paid to Google or Meta. The price depends on the number of channels, the amount of creative production and how competitive your industry is. Always ask for a line-by-line scope before comparing prices.
Should I choose a full-service agency or a specialist?
If you need one accountable partner for leads across several channels, choose a full-service digital agency with strong performance credentials. If you already have a strategy and an in-house team and need depth in one channel, a specialist SEO or PPC agency can be the better fit.
How long should an agency contract be?
Three to six months with a 30-day notice period is a fair starting point. It gives the agency enough time to show results from SEO and paid media without locking you into a year with no way out if the fit is wrong.
What should I expect in the first month?
Onboarding: access to your accounts, tracking setup, audience and keyword research, creative production and a documented plan with targets. Paid campaigns typically go live within the first two to three weeks; SEO results take longer and build over the following months.
